When a Task is updated, who gets the email?
Email goes to the project manager and all associated resources with the task.

If a resource is associated with a task, it can create/update issues for that task. A resource cannot create an issue at the project level.

No, a timesheet entry cannot be modified after it has been approved.

Who can add a new project?
A project manager or an Executive can add or update a project. When a project manager creates a project, system automatically assigns it as the project manager. When an Executive adds a Project, it has a choice to select a Project Manager from the list.

No, no activity can be performed on a project after it has been completed or suspended.

Yes, system has notes at the Project Level. All notes are date and time stamped along with the userid.
